Add support for AWS Spot Fleet

We're thrilled to announce the integration of Spot Fleet into our services. This addition tackles addition tackles challenges customers previously faced when setting conditions for rack API task scheduling or startup, which sometimes led to completed param changes for the CloudFormation (CF) stack. With the introduction of AWS Spot Fleet v2 capabilities in a single Availability Zone (AZ), we're elevating reliability and providing users with a smoother, more efficient experience.

Added capability to specify cpu and memory requirements and limits in convox run command:

We aim to provide a more seamless and reliable experience for users running one off command using "convox run" preventing unexpected evictions and enhancing the overall performance and resource management of Convox.  

Add parameter for imds hop limit:

The release aims to provide a more streamlined solution by introducing a new parameter that can be set as the default condition when "IMDSHttpTokens=required" is configured. This enhancement allows user to adjust hop count to their need, ensuring smoother operation without the need for manual workarounds.

Restrict custom topic policy:

The release aims to enhance security by refining the IAM policy, restricting "assume role" to only necessary services. This aligns with the principle of least privilege, ensuring a more secure Convox environment.

AWS Lambda end of support for the Go 1.x runtime EoY:

Lambda will no longer provide security patches or updates for the Go 1.x runtime, and technical support for functions using this runtime will cease after December 31, 2023. To ensure continued smooth operation, we we already updated our lambdas to use provided.al2 from release 20231121152130. Please make sure you update your rack. The transition offers various benefits, including support for AWS Graviton2 processors, a streamlined implementation resulting in a smaller deployment package, and a faster function invoke path.
